The series revolves around the early 1990s. At that time, corruption and racism were rampant in Boston. On the other hand, an African-American lawyer from Brooklyn comes to the city to try to change. This lawyer began forming a new alliance with a veteran of the FBI. Over time, the two face a group of armored vehicle thieves in a case leading to a completely unexpected course.

The action in City on a Hill is staged competently enough, but it's nothing you haven't seen before in half a dozen or more premium cable shows. What makes City on a Hill go is the performances, especially those of Bacon and Hodge.
