In the late 1990s, Osama Bin Laden starts to plan for the tragedy of 9/11 with the help of Al-Qaeda. In the same time CIA and FBI have some troubles with each other which is a weak point that Bin Laden used against USA. John O'Neill who is a FBI agent, tries to prove that the country is targeted and all security institutions should cooperate to solve the problem.
